New Zealand Certificate in Fire and Rescue Services Level 2
The purpose of this qualification is to provide the fire and rescue industry with personnel that have the core knowledge and skills required to be a firefighter either in paid employment or as a volunteer, and provides an introduction to fire prevention and fire fighting industry. Graduates will be able to operate within a crew, under the general supervision of a crew leader.
The compulsory section contains standards covering the control and suppression of vegetation fires using water, with and without additives, and dry fire fighting techniques, communication with two-way radio, operation and knowledge of fires and fire fighting equipment related to vegetation fires, demonstrating knowledge of the coordinated incident management system, as well as personal safety and first aid standards.
The elective sets provide flexibility to the qualification, offering a choice of standards from within sectors that have relevance to the industry, and also provide opportunities for people entering the fire fighting industry to select standards from anywhere on the National Qualifications Framework.

- Under general supervision, set up and use appropriate equipment and techniques to assist the operational requirements of vegetation fire and rescue incidents, or aid incident reduction.
- Safely suppress fire at vegetation fire and rescue incidents using wet and dry fire fighting methods.
- Understand basic health and safety requirements for operating safely within a team in a fire and rescue environment
- Work, under the general supervision of a crew leader, as a member of a fire fighting team within an incident control structure.
- Perform first aid.
- Communicate appropriately with crew members during a fire and rescue incident.

New Zealand Certificate in Fire and Rescue Services (Rural) Level 3
The purpose of this qualification is to provide the fire and rescue industry with personnel operating in or intending to operate in the rural fire fighting sector as part of an emergency response team or crew.
This qualification has credits in common with the New Zealand Certificate in Fire and Rescue Services Level 2, and is a prerequisite to the New Zealand Certificate in Fire and Rescue Services (Rural) Level 4. Credit gained for the skills and knowledge recognised by this qualification can be used as a basis for some of the requirements of the higher-level vegetation qualifications.
The compulsory section contains standards covering fire safety and control, operation and knowledge of fires and fire fighting equipment related to vegetation fires, working with aircraft at emergencies, knowledge of fire behaviour, as well as personal safety and first aid standards.

- Undertake rural fire and emergency services operations and tasks within an incident command structure under the limited supervision from a crew or team leader.
- Explain how rural fire behaviour is affected by fire science and the fire environment.
- Set up and use equipment and techniques to assist the operational requirements of rural fire incidents.

Achievement of this qualification is a prerequisite to the National Certificate in Fire and Rescue Services (Vegetation) Level 5, enabling credit gained for the skills and knowledge recognised by this qualification to be used as a progression towards some of the requirements of the higher-level vegetation qualifications.
This qualification covers a range of knowledge and skills specific to vegetation fire prevention and initial command of fire fighting, and of fire behaviour, incident management, compliance, communication, safety, and team management.
The compulsory section contains standards covering the coordinated incident management system, fire safety, incident control, operations, knowledge of fire behaviour, and legislation related to vegetation fires.

- Apply knowledge of how environmental factors influence fire behaviour at an incident, to manage the safety of a rural fire crew.
- Understand the roles and functions of an Incident Management Team and their relationship to the size of the rural fire incident or emergency.
- Ensure health and safety policies and procedures are met and applied while supervising a rural fire crew.
- Ensure that any potential evidence relating to a fire's origin and cause is protected to support a fire investigation.
- Identify the location of a rural fire, and select a suitable route to the fire for a fire crew, using maps and navigation tools.
- Determine the equipment and firefighting techniques to use to assist the operational requirements of emergency management incidents, and where appropriate, aid incident reduction.
